A way around taxes in Colorado
Funding for transportation projects have not been growing, though the need for these types of projects does seem to be growing. Finding funding for such projects is easy with out raising taxes or developing new ones.
For those who are behind Amendment 52 have hope that they have been able to find a solution to this problem. Their solution is to readjust the current tax revenue to a different cause. If Amendment 52 is put into use money would be raised by severance taxes on the gas and oil industry, and placed into the Colorado Transportation Trust Fund.
This money would then be put to use on improvements of the road conditions, as well as giving some relief to the congestion which is found on interstate 70.
The State severance taxes will be split through out many groups. These groups are water projects, low income energy assistance, conservation of wildlife as well as mining regulation, these would recieve a split of fifty percent and the other fifty percent would be going to the local goverments.
There would be a cap on the amount which is not going to local goverments, and this will be based on the levels of 08 and 09 plus inflation. For all of the revenue which is above the cap would be put into the transportation fund.
It is estimated that this measure would direct 89 million in the very first year as well as around 225 million over a four year period for transportation projects which are needed.
