No property tax increase in Troy
Even though there has been a four percent increase in spending the Mayor Jarry Tutunjian of Troy says there will not be an increase in property taxes in 2009. Rather than increasing the property taxes, increases will come from tax levy, the citys portion of Rensselaer County tax revenu as well as state aid.
Unqualified expenses such as unemployment and workers compensation will be covered by the reserves of the city. The reserves of the city will also be covering the costs of snow removal and the salting of the streets.
Due to such uncertainties in the economy there is a need to be sensitive towards the struggles of the people, and not add to the heavy burdens people are already handling. This year Tutunjian has worked hard to help the people by presenting a budget to all that would not raise their taxes in 2009. Along with not raising fees for things such as recycling, and rates for sewer and water.
Credit for this ability to keep the taxes steady goes to the administration of Tutunjian, as well as the city department heads, for they are the ones which cut expense lines. These cuts made by the department heads helped to keep the city is a sound financial shape.
Deborah Witkowski the city comptroller for Troy did explain that the use of the reserves for the city for unemployment and workers compensation, was recommended due to the fluctuations in costs, which wont be tallied correctly until the end of 2009. This plan will allow the taxpayers to avoid an increase of around two percent, and putting reserves lines into the budget will allow the money to be available if it is ever needed yet it will not have any adverse effects if the money is not used.
